my camera is going at a slow framerate

I have a BFS-U3-200S6C, that I have been using for a while on my desktop just fine, then I tried using the same camera, with the same cable, on my laptop, and now I can't get more than 2 frames per second.

  the camera is getting insufficient power through the usb3 connection on the laptop, causing it to enumerate as a usb2 device, rather than a usb3 device, severely limiting the bandwidth.

  Try powering externally or with a USB3 hub to verify it is an insufficient power issue.

  Your laptop may also have a USB2 port instead of USB3 (blue port), especially if it's an older laptop.
