Is it possible to transfer frames to host pc at lower speed while running at max fps?

There is a small volatile frame buffer on cameras which can store image data before it is transferred. This could be used to buffer images and pull them at your desired rate. However, this would only be helpful for short burst of images, as most frame buffers are limited in size.
The Image Buffer size can be found in any cameras spec table, for example the BFS-U3 cameras at https://www.flir.com/products/blackfly-s-usb3/ show that there is a 240MB image buffer.
To control the image buffer, please refer to the Transfer Control section on the camera, which is documented under the cameras reference manual, for example at Transfer Control - BFS-PGE-63S4 Version 1810.4.47.0 (flir.com)
