Can't set exactly 24fps framerate

I need exactly 24Hz video, but when I set a framerate of 24, it changes to 23.97.  How can I get exactly 24 fps?

  You can have the camera externally triggered by a function generator, through the gpio line, at 24 fps; this would allow you to get the exact 24 fps value you are looking for.
